University Council
The University Council is the most broadly representative legislative body on the campus. The Council consists of the following who are employed primarily in the Grand Forks campus: The President, the Vice Presidents, registrar, the director of the Counseling Center, the Director of Libraries, professional librarians, all deans, all department chairs, all of the full-time faculty with rank of instructor, assistant professor, associate professor, and professor; program directors, coordinators, and such other administrative officers as the Council may designate.
The Council has the legislative powers and responsibilities for the University except those reserved to the Board of Higher Education or the President. Although ultimate legislative authority rests with the Council, the month-to-month legislative action for the University is carried on in the University Senate. The Council meets at least once a semester on call of the President or on written petition to the President or a person designated by the president, and the ex officio secretary is the registrar.
The quorum of the Council necessary for the transaction of business is 25 percent of the Council membership. Council meetings are open to the public, students and staff.
